Organization

The initiative for organizing an ANS
Student Section should come from the
students involved in a science or
engineering program at an eligible college
or university. There should be a strong
interest on the part of at least 15
undergraduate or graduate students toward
group organization and undertaking
activities of mutual interest.
Experience indicates that an organized student group should
operate unofficially for several months to a year before
seeking recognition as an ANS Student Section. This allows an
opportunity to determine whether or not the group has
sufficiently sustained interest to make the section succeed; it
also provides an opportunity to develop the organization and
operational procedures.
In the first actual organizing step, the students should select
three to six members to set up the organizational scheme. In
conference with a faculty member, who will become the interim
faculty advisor, this group should consider the questions of
organization considering the prime objectives of the group. The
group will also need to consider the requirements of the
college or university, such as fiscal items that must be
audited by the business office of the college or
university. The following activities should be completed before
a petition for authorization of an ANS Student Section is
submitted:
- Appoint interim faculty advisor.
- Appoint interim officers and decide mode of election for future officers.
- Set date for first meeting and schedule future meetings.
- Establish membership dues.
- Prepare short-range plan of activities including plans for any special projects.
- Consider specifice objectives for short and long term.
- Set committees and appointments or volunteers at a minimum for:
- newsletter editor or member to submit news to ANS News
- programs
- membership
- public communications
- Review the Society's Bylaws and Rules and Model Bylaws for Sections carefully and begin development of your section bylaws.
- Talk with ANS headquarters liaison for student sections to inform headquarters of organizational activities.
- Contact the ANS Local Section Chair in your area for possible joint activity planning.

Authorization

To obtain legal authorization for operation of a student
section, a petition for authorization of an ANS Student Section
must be submitted to ANS headquarters. This petition must be
signed by at least 15 undergraduate or graduate students and
the interim faculty advisor and must be accompanied by an
outline of the academic program related to the petitioning
student group, a listing and affiliation of faculty involved in
the program, descriptive material about the institution and
facilities, and data on present and prospective enrollment in
nuclear programs.
A copy of this petition should also be sent to the chair of the
Student Sections Committee, who will consider the petition and
make a recommendation to the Board of Directors for or against
authorization of the section. Upon authorization by the Board of
Directors, the faculty advisor will be notified by ANS
headquarters and a letter formally recognizing the
establishment of the student section will be sent by the ANS
President, with an accompanying student section charter. Plans
for the presentation of the charter should be discussed with
ANS headquarters in the event an ANS officer or some member of
the ANS Board of Directors may be able to attend.

Bylaws

As mentioned above, an important step in section organization is
the development of section bylaws. A copy of the Model Bylaws
for Sections is available from ANS headquarters or the Student
Sections Committee home page. This model should be followed for
the development of the initial section bylaws.
The student section must operate under the Model Bylaws until
its own bylaws are submitted for approval by the ANS Board of
Directors. Bylaws should be sent to the ANS Executive Director
within six months after the student section is authorized. Until
bylaws and rules are filed with the Executive Director, the
student section is not a legal entity. In addition, approval of
university authority may also be necessary to legalize the
existence of the organization.

Student Sections at Two Year Colleges

An ANS student section may be formed at a two year college or
technical institute as an extension of an established student
section at a neighboring university.
- Membership
Members in the extension section will be students
enrolled in a nuclear engineering or nuclear technology
program at a two year college or technical institute. A
membership of at least 15 student members is required to
form an extension section. Members of the extension
section are encouraged to become student members of the
ANS. The extension section shall have an advisor who is a
member of the faculty of the college or institute and a
member of the ANS.
- Establishment of an Extension Section
The impetus for establishment of an extension section may
come either from an established student section or from
the two year college or technical institute. Application
for a new extension section will be made to the Student
Sections Committee in the same manner as a new student
section is formed -- the application shall include a
letter of endorsement from the sponsoring section.
- Rules and Bylaws
The rules and bylaws of the host section, with suitable
modifications, to relate to the situation at the
college, will be adopted by the extension section.
